What Is S4847 and Why Does It Matter?
S4847 is a New Jersey Senate bill that restructures the Cannabis Regulatory Commission (CRC). Sections of this bill greatly expand enforcement against unlicensed cannabis activity – including illicit shops, unlicensed manufacturing, and informal delivery services.
What the bill does:
Creates a statewide enforcement program for unlicensed cannabis activity
Increases the authority of State Police to investigate and seize product
Adds penalties for landlords who knowingly rent to illegal operators
Makes it easier to shut down unlicensed stores and delivery services
What the bill does not do:
It does not create a pathway for legacy operators to become licensed
It does not offer amnesty or a transition program
It does not recognize the role of legacy caregivers, growers, and makers who built New Jersey’s cannabis market
That is why we are advocating for a Legacy Pathway Amendment to S4847.
A Legacy Pathway is a structured “on-ramp” that allows people who operated in the unregulated market to move into the legal system.

Create a Legacy Applicant Category
Establish a amnesty window so legacy operators can apply without fear of immediate criminalization
Enforcement without a pathway creates a two-tiered system.
Enforcement + pathway creates fairness, safety, and long-term stability.
